we found Anaphalis margaritacea to be quite common in the heights of Mt Hotaka. As u can see the flowering heads are papery and the whole plant is silvery.

Nice shot of the flowers, good detail. That's an North American species, how was it introduced there? It's commonly used in dried flower arrangements here, was that why it was brought into Japan?
