Yes...a very beautiful fly Seref :) Love the patterns on him...maybe the image lacks quality..made an workshop to try to clean some noise :)

I reckon this is Libelloides species. Related to the Ant Lions. I can't pin the species down though - you'll have to do a bit of research. Nice shot especially considering the conditions.

After a bit of reseach, cannt sort out the exact one but it is definatley an Owlfly (Ascalaphidae) a close relative of the ant lion surrgested by Paul, they seem to be found all over the world, but I recon armed with this information you should be able to locally source the information to fill in the missing bits and update the notes.
At 1st I looked twice to see if it was a brouch made to look like an insect, but its a good capture in difficult lighting conditions.

It is one unusual looking insect,I've never seen one like it before.
