This is Marley a Kestral (falco tinnunculus) - he is a captive bird and was photographed at the Hawk Conservancy Trust, Nr Andover.

The Kestral is the UK's most common raptor and can often be seen from the road hovering while it scans the ground for prey. It will take small mammals, birds and insects.
