Hello Musa,
If this is a spider web it is both web and trap, but if it is made from a web worm it is merely a network of web which it uses to travel on as it feeds upon it's host plant.
You need to inspect it up close to see what type of insect is using it. A spider web normally holds prey wrapped up in a cocoon like mass of webbing which it eventually will feed upon. A web worm will leave lots of tiny pellet like feces in the web and the leaves of the plant will show signs of being eaten.
