Thank you for explaining, I know what you mean, it is very bright because of white color of waterfall, but in the bottom of waterfall it is something like a strong wind because of falling water - it makes the mist moving very fast (and mist has A LOT of water drops!) so effect of movement is visible even on fast shutter speed. But if you like to make smear water effect and you play with tripod it is very hard because your lens glass would be covered in one second by thousands of water drops...
